95 Ranger 4.0 won’t start
Parked my truck in my driveway, came out the next day and wouldn’t start. I checked relays/fuses, inertia switch and everything was in working order. Then I kinda jumped the gun and replaced the fuel pump. I turned the ignition on and used a test light on the harnesse plug to the fuel pump but was not showing power. I read that the power will only come on for “2 seconds”, and didn’t know that at first. So after putting a new pump in, it still won’t start, took off the fuel line before the filter and gas won’t pump out either. The wires in the harness don’t look damaged either.

So its a crank but no start, i.e. starter motor turns the engine
Couple of things to check
When you turn on the key the CEL(check engine light) should come on, that means computer has powered up, no computer = no fuel pump.......and no spark,lol
If no CEL then check fuse 13 in engine bay fuse box, 30amp
And unplug and plug back in the PCM(computer) Relay
Also check fuse 19 in Cab fuse box 25amp

It has fuse lay outs AND relay lay outs
If CEL comes on with the key on, you should HEAR the fuel pump run for 2 seconds, its not quiet, and runs EACH TIME key is turn from off to on
If no sound then check Fuse 12 in engine bay fuse box, 20amp
Also pull out and plug back in Fuel Pump Relay

If you pull out the relay and use a jumper wire between slots 30 and 87 the fuel pump wire will get 12volts, key on or off doesn't matter, fuel pump should come on if fuse 12 is OK

If no 12volts at the pump then wire is broken somewhere or inertia switch is bad
