‘84 horn wiring?

hi all! horn on my 84 does not work—took the dash and instrument panel off to try and trace the circuit, thinking it was a short, but it appears the horn wires are just, not plugged in? see photo below

my wiring diagram says the yellow/light blue dot cable and the dark blue cable run the horn circuit, but i can’t find any place where that plug there should be inserted, nor can i see via the wiring diagram where it’s supposed to go (or what connector number that is…) diagram below.

checked the connectors on the steering column and didn’t see any place to plug it, and besides the amount of wire is too short to reach there, so i can only assume it goes somewhere else?

this truck has had a thousand weird wiring nightmares—someone went at the radio wiring with a hacksaw and it was just running hot all the time, killing my battery—so i wouldn’t be surprised if something is just missing. still, i feel like i’m just missing something obvious here, but anyone know where that plugs in? help much appreciated!

edit: i do not have a pad-press horn, mine runs to the multi-function switch that controls turn signals and brights as well. is it possible the horn is just…missing?
