2021 Ranger Residual Brake Pressure

2021 Ranger Residual Brake Pressure

2021 2.3L. All 4 wheels have residual brake pressure after the pedal has been applied. The pressure mostly drops when the pedal is released but not completely and slowly builds up with each push of the pedal until the wheels no longer move. Pressure can be released by cracking open a line and goes to 0 as expected. The residual does not drop and is holding firm. I replaced the master cylinder and problem still exists. No collapsed lines or hoses and disconnected the master cylinder from inside the car to confirm pedal travel was not an issue. I bled the brakes using scan tool and fluid is running clear at all 4 wheels.

Can the Brake Control Module / Pump cause this? Can pressure build and not fully release?
