Operating temp

Ok, my truck is a 2000 Ranger 4x4 supercab. I cant get it to hit normal running temp. It runs really cold. Its about 30 degrees out. The temp gauge only gets over the C but below the first line. The truck runs fine but my gas milage is suffering and the heater only heats alittle. The only way i can get it up to temp is to drive on the HW for 10 min but as soon as i get off it, the temp goes right back down. Any sugguestions on what it could be? Oh, and i can have it on for an hour doing town driving and it still wont heat up

I just read in another thread Rich(wydopnthrtl) mentioned the Tstat. I would change that and your coolant.
