He sent me some pictures and there is no damage/rust from the pictures. Is it worth it to buy it? And how much is insurance on average?

If you're ready for a project, why not?
This truck will be a project. There will be unexpected repairs. It's old, **** will go wrong. If you're up for it, buy it.
I'd avoid a rotted out truck, but a running, driving 4x4 is worth something...assuming the reason it doesn't run now is the fuel pump.

For 600 bucks , hell I would jump on it . Nothing like this ever come up in my area .
Even if it has a blown motor asuming everything else is in good running order is still a good deal . I would make a deal if you can get the fuel pump on it within 48 hrs and it has more problmes he has to buy it back , have it drawn up in writing though .

Just look at everything, the oil, intake, etc to see how it's been maintained.
Personally if I was buying it I WOULD ASSUME the drivetrain is junk. And with that said, even just the body and frame is probably worth 400-500...soooo...it's up to you.
I would put it on 1 ton axles and 40's...and a 302 all that jive, but thats a huge project.
