crank position inquiry

Got a 95 ranger 2.3 5spd....306k on odo. New plugs, wires, pfv system, cleaned upper intake. New timing belt and the whole 9. Got 15" alcoas with 235/75/15 with 373's. Truck has always seemed way under powered even for a 4 banger gas mileage is around 15 mpgs....other than truck runs great other than occasional wont idle until it warms up. (Have to hold foot on gas to keep it running).The guy I had install the new crank seal gasket and timing belt said the timing had been advanced 4* and had several missing bolt like someone had been in it before. So after all that and replacing all the missing bolts and putting everything back where it went, same symptoms. I had done some research and read a few threads with people with similar problem with no codes (like me)...replaced crank positioning sensor and cured it right up. Just looking for confirmation or other opinons before I sink another $120 or so into it.
