P1443 about to drive me insane

Ok, First post here. I have a 95 ranger 2.3 and the 1443 code is about to drive me insane. I have no idea whats causing it so I was hoping someone could enlighten me if they have had the same problem. First off, the purge sov and flow sensor is new. They are not OEM parts but they are brand new. There are no cracks in the vacuum hoses and there is plenty of vacuum at the tap for the "system". My only thoughts are maybe the flow sensor is not giving an in spec voltage reading or the PCM is not grounding the SOV when it says its requesting flow. The charcoal tank is not plugged, i can suck through the hose and get a good flow. I have tested everything I know to test. The solenoid is getting 12 volts with the key on, the sensor is getting 12 volts, and I can pop the hose off with the engine running and vary the voltage coming out of the sensor. Seems like its 1.xx volts with no flow and upper 3xx maybe with flow? Either way its working as it should, its not just giving a constant voltage. I refuse to buy a 200 new setup from Ford if I don't know that is the problem. Does anyone know what voltage the PCM is looking for when the purge is activated..Im to the point now I am not afraid to splice in a relay, make up a circuit with whatever voltage it supposed to see, and send it back to the PCM just to quit getting my light to come on. Its driving me crazy.
