P1445 EVAP Purge Sensor Circuit is to high voltage
 
1997 2.3l Ford Ranger XLT 144k 5 speed
I have replaced a huge number of parts with OEM ones including this flow sensor, the evap canister and evap solenoid . It runs great, starts great, idles great, great gas mileage. But I have recently have gotten a check engine code of p1445 which is for the Evap Purge Flow Sensor it detects that it is getting over 5volts to the sensor. I have checked the wires on the sensor and the hot red wire is getting about 5.15 volts. I checked the ground it seems to be fine. Unplugging the sensor seems to do nothing to the way it runs but the only reason I need to fix this is because I can not pass the states emissions test which in return I cannot register my vehicle. Please if any one has any tips or help I could really use it.

Purge flow sensor should have 3 wires

Unplug the connector
A red wire with 12volts key on
A Black/white wire as the ground, so volt meter between red and black/white wire should show Battery Voltage, so test battery voltage with key on first, 12.3v to 12.8v is expected

Then a black/green wire which is the voltage out to computer pin 11, you can test this after sensor is connected again
This wire should show 0.40 to 4.80 volts key on/engine off, yours showed 5.15v which is a sensor issue, unhook vacuum hose and retest

Remove connector again, test PF sensor connectors with OHM meter, between red connector and Black/green connector, should see 40 and 230 ohms, if not replace sensor, doesn't matter if its new, its bad

Summary
If you have 12volts on the red wire using the black/white wire as ground, then that checks out
If PF sensor voltage is high(5.15v) but OHMs in PF sensor is OK(red and black/green terminals)
Then you will most like have to replace the computer(PCM)
