H&R to low...

need help, the guys that did my truck before i got it put a H&R lowering kit on it and now when i put some weight in it the pass side fender rubs on the tire. i need some weight in it for the winter but cant put much in it.
im not that familiar with the suspension on these things. there looks to be 2 holes that it can be bolted into, right now its in the lower of the 2. from what it looks like if i put it in the upper one it will lower it more. but can i flip it 180* and remount it. if so will this raise it up any. all im looking for is about an inch or so.
