Tie rod end adjustment sleeve wont budge

So today I went to change both my tie rod ends but was unable to get the bolts on the adjustment sleeve on either side to even budge. They are rusty but I couldn't get them off with penetrating oil and an impact gun, and I tried again with heat but it didnt work. I ended up rounding off one of the bolts.

Are these bolts reverse threaded? Any tricks to break these SOBs loose?

Also, what anybody know what size bolt they are on a 95 2wd? I think the rust changed the size because I was having a hard time finding a correct socket.

use a cut-off wheel to cut the bolts only and replace with good hardware not home depot stuff.

What would be good hardware? Is a stainless bolt and nut not good enough?

Nvm I looked it up. I can get grade 8 bolts at home depot though :)

deff use grade 8 no matter where u get them, the home depot remark was used for people who think a bolt is a bolt.
