Brackets over versus brackets under?

Brackets over versus brackets under?

I just replaced the shackles and brackets on my Ranger and I noticed that some rangers have the shackle brackets under the shackle and some brackets over the shackle...

What's the difference?... Ride height?

Thanks... also I installed my shackles "backwards" with the solid plate on the back. There are no clearance issues with the bracket or spring, in fact there looks to be more clearance that way... should I take them apart and turn them for any other reason? https://i.imgur.com/G4Ueu5q.jpg
