Icon4 Cam Bolt Issue

Wondering if anyone can help me figure out whats going on

I was replacing my upper control arms on both sides of the front of my 2007 B4000, while I was doing the replacement I was going to add an adjustable camber kit for when I went to get it aligned. However upon taking out the old bolts I found that there was only ONE square cam washer per bolt, I thought there was normally two washers and the second one was welded onto the end of the bolt?

The round adjustable cam washers that I got only fit on the outside of the control arm as well, they do NOT fit on the inside. (The washers in this kit are supposed to fit my vehicle though). I put one washer on and took it to get aligned and they told me it needs the two round washers on it to work.

Ive included a picture of the bolts I took off if that helps
