Diagnose rack and pinion

Hello everyone just have a question about my rack and pinion. I have a 2003 ford ranger 150,000 miles. I have the front end on jack stands it turns smooth to the left but when I turn right the wheels stutter then I turn it back left nice and smooth. Is this a sign that the rack has went South also. When I bought the truck the power steering fluid was black so I flushed it then the pump went out probably because of me. I did put in a new power steering pump it’s been flushed and vacuum bled. I know how to replace the rack I just don’t know how to diagnose it
