Steering rack leaking really bad at the torn boot.

The boot has a hole in it causing all fluid to come right out. But I have a question about it. Is the boot actually supposed to hold the fluid in or is there a seal that failed? I know they're dust boots, so I'm confused.

Does anybody know where I can get that seal?
