the drivers side is all the way up but the passenger one still has about an inch before it is all the way up.

ranger lean. 99offroadrngr has it right. From the factory, the driver side bolt is deeper than the passenger side to make the truck level. Or just don't listen to us, do what HighrollerII said, it'll look tight as hell yo.
What you have done is called maxed the bars. Get new torsion bars to cure the saggy issue you've got.
