according to "ask a trooper" a MN site for automotive questions that MN troopers answer, in MN a trucks height is measured from the BOTTOM of the bumper to the ground and if your valance is on, they measure from THAT to the ground. the MN law states a trucks bumper must be no higher than 30" from the bottom of the bumper to the ground, so, like stated earlier, if you've got a valance, your truck can be lifted higher than a truck without a valance. woo hoo keep those valances on!
also, in MN a cars bumper cannot exceed 24".

Yea I've seen some crazy lifted trucks here in FL. I saw one not too long ago driving around the streets around my house, it was an Excursion but lifted so I could easily walk under it without hitting my head. That thing was crazy. Also if you drive out to redneck town a 10in lift is normal on all trucks. You have to pretty much lift your truck a few feet to call it lifted.
