Rear ABS problem

I have a 1999 Ford Ranger 3.0 four-wheel drive rear ABS brakes only under normal driving conditions rear brakes are locking up and have no engine code and the ABS dash light is not lit up. ABS / speed sensor has been replaced. So has both axle shafts , bearings seals , drums, springs, wheel cylinder's. Everything is brand new including brake lines from the splitter to the cylinders. Anybody ever have this issue before?

Did you have this issue before you replaced all the things you listed?
