Where does this hose attach?

Parked the truck, looked down and saw something hanging down by the spare. I have no idea where this host clips to. It has a plug with a type of tree fastener at the end and as can be seen is coming off the left tube of the rear axle. If anyone can show me where to reattach it this would be much appreciated.

High water axle Vent hose, end needs to be above possible high water level if you will be crossing any streams/rivers, hose must be free to pass air, so fasten it but don't crush it.
End of the hose should have a vent cap on it so "things" can't get in the end of the hose.
$5 cap is seen here: http://www.4wheelparts.com/Drivetrai...pn=OAI16561.01
