lift kit issue

ok so one of my friends bought a truck tonight. Its a 98 ranger xlt 4x4 4.0 5speed ext cab and it had a lift kit installed on it. He paid 1200 dollars for it (a steal) but it does need some work.

Well, the liftkit is fubar. It appears to be a superlift (i think). It had the drop brackets and crossmember. Heres the deal, when I saw the truck, it sits way low for what it should. I took a quick peak and noticed that the t-bar adjustments were almost all the way out, so i thought no big deal. But when we got to messing with them here is what I found. Please excuse how bad the paint drawing is.

what I was trying to show is the t-bar key is just barily sitting on that block where the adjustment bolt goes though. The bolt makes no contact at all with the key. from under the truck, you can actually see where the bolt is suppose to sit on the key. so its pretty far off.

anyone have any ideas on what is wrong with the lift? Could the lift be installed wrong?
