Well, becareful not to destroy your bumper with a drill bit. Thats how I removed mine permenitly. Mine had 2 rivets that I drilled through, but I slipped a couple of times and put some nice mark where the holes are.

The guy I bought my truck form just pulled the Plastic holder off, the rivets are still in the bumper, but the plastic thing is broken.

I took mine from another guys truck because i wanted one.
We took a drill and drilled the rivits out to get it off.

Start off with a smaller drill bit so you dont hit your bumper.

mine got ripped off, somewhere in the mud, but the plastic rivets are still there. Some Ford dealers have made metal rivets mandatory[usually by region/area]. If anything, yes you can put a screw with and nut on the backside of the bumper, maybe hard to get to though.

Yeah I took mine off in a deep puddle and all that was left was the plastic and rivets.

If you have a drill bit that is just bigger then the center hole you will just break the outside of the rivet off and then the rest will fall through the bumber. They are 1/4 inch rivets by the way. I just installed some in my truck.

I was thinkin about that earlier this week... I just don't want to see rivets and crap on my front bumper. Even though it's scratched to hell.

Rivets are better than two empty holes in the bumper IMO.
