So, my questions are: Does this kit I linked need ballast brackets? Does the Hi/Lo "controller" they say comes with it mean that my normal high beam switch on my turn signal control it, or is it an external controller that i have to mount?

 

You don't need the brackets, you can stick it on with double stick tape or ziptie it on.

Yes, your normal high beam switch will control it.
