anyone know what this is??

and is there a way to move it so i can make it 40/40??

Mine didn't have anything under it, except the adjustment mechanisms. Are you sure it isn't part of the seat-back adjustment?

You don't have power seats, do you? The only other thing I could think of is some sort of safety device associated with the seat belt.

no dont have power seats, i was thinking that same thing about the safety..... there is a heavy cable connected tot he back of it that wraps around and into the seat.... i am thinking that the 60/40 to 40/40 might be out of the question, if it helps, it is a 03' ranger...

Like Gumby said, it is the seat belt pretensioner. Don't mess with it. It fires off with the air bags. Just cut so you miss it and all is well.
If you didn't disconnect the battery before you removed the seat, do so before you reconnect the pretensioner. If you remove it the air bag light will stay on.
