Warm Air when A/C is off

Warm Air when A/C is off
Ive noticed this in some other vehicles before and was wondering mostly why, but it would be nice if i could fix it too. I have a 3.0L 02 ranger and when the A/C is off and i am moving very warm air blows into the driver foot well, not sure if the passenger side does it too. It normally moves a good deal of air, around the equivalent output of the second level for the a/c. any ideas? I assume it is air just being forced into the cab because of driving speed, but it doesn't seem like it should be happening.
thanks

Could this be a malfunctioning blend door? I had hot air blowing out my defroster vent all the time and the blend door was the problem. This fixed it: http://www.blenddoorfix.netfirms.com/

If the mode **** is anywhere but OFF or MAX-AC, the fresh air intake door is wide open so forward vehicle movement is going to force air in. That amount of air that blows in will depend on speed. On MAX AC or OFF, the fresh air intake is closed. With the **** in the OFF position, there shouldn't be any air movement at all since the fan isn't running and the fresh air door is shut.
The blend door is something different. That is controlling air directed through the heater core to regulate temperature, not where it comes out and when.
