Wiper woes

I have a 2001 Ford Ranger and am having a problem with the "high" setting on my wipers - the problem is that there is no high! To be more clear, there is no difference in wiper speed when I switch from low to high. At first, I suspected the switch and replaced it with no luck. I have checked all fuses and have moved the relay to different locations to insure that it works. Also there is no change in voltage to the wiper motor when switching from low to high. I'm guessing that there is a short in a wire from the fuse panel to the wiper motor. Before I start fishing through that mess of wires, is there anything else I should check? Thanks in advance!

maybe the motor is on its way out

The wipers on my Focus did that when the motor was failing. They would start to work then not work. I would pull on them and it would work for a while. Would not work at fastest setting. Swap out the motor and problem was solved.
