They should be in a plastic-covered box under the hood near the cab on the same side as the battery.

It's be helpful if you actually said what YEAR the truck is as well, since some of those things change over the years.

Please, could anyone assist me in fixing this problem?"

Ah, thanks. Under the hood there is a small, black box very close to your battery. Make sure all the fuses in there are OK, and then make sure that you close the box. If you find any burnt fuses, replace them, that should do it. However, if you replace the fuses and then they blow again, chances are that you have a short, so check every connection, every wire and make sure everything is hooked up right. Also make sure you didn't accidentally unplug anything, or the other wires are loose in the sockets. Lastly, be sure you close the hood before driving.

You have a 98 Ranger. The 98 Ranger Wiring Manual and the 98 Ranger Owner's Guide both say that there is a #11 in the underhood distribution box. It is the protection for the circuits to the instrument lamps and the exterior running lamps.
