If you replace it, you need to figure out which one you have currently. There should be an engineering number on the current one. Just find one with the same number.
To remove it, you'll need to remove the upper and lower shrouds from the steering column, and also remove the ignition lock cylinder. You may also need to remove the lower plastic and metal panels from the dash below the steering column since the connector for the transceiver is behind them. If I remember correctly, there is a single screw holding the transceiver to the column. It was either a phillips or torx head, so be prepared for either.

Also, is this the transceiver?

The tilt **** should be the only thing keeping it on. There is a flat section in the lever, you need to grab onto that with a small adjustable wrench or locking pliers and then loosen it from the shroud area. After that you should be able to pop them off with some maneuvering.
Yes, that is the transceiver. Find one with the same F8SB code and you should be good to go.
You may need to match up the 5WK4 code towards the bottom, but I don't think so because I had a spare laying around in my shop and was able to use it in my 2002 Ranger and I doubt that code matched. The top one is the most important one.
