90 Ranger no power new fuel pump, UGH

Hey everyone found this while ggoling my challenge and am stoked, I just moved back from Maui and bought this super cheap but WOW im in it!

Im having a problem with a 90 ranger xlt 4x2 5spd. 2.3L
I can not get it faster then 45-50.in 5th with barely any power, then when I come to a stop it will idle, Rev fine and stay running but under load I Cant go more than a 1/4 pedal under load, I have to feather gas pedal to get it up around 3k rpm. I changed wires and plugs , And have tapped the map sensor like I was told but nothing changes. I sprayed the coils with a spray bottle of water while steadily reving the engine with no change (the parts guy said this was a common problem)
It gets worse as it warms up it seems, its like its starving for fuel.
I checked the filter and it throws out fuel for 3 seconds when I turn the key on so I guess the new fuel pump is working as it is flowing fuel. the only thing I know for sure is that the filler hose back to the tank has cracks as it leaks gas when I put gas from a can! they want $184 for a new hose ?!WTF
it smells like gas all the time too!
i doesnt have a whole lot of power but it will get up to 65.
if I push fast on the pedal it starts spuddering/popping and it starts popping and shuddering immediately and struggles to get rps up to 3K.Doesn't want to go over 3k without feathering and easing pedaI. I can ease it up to 3k but takes feathering and slow pedal movment. I know the filler hose leaks fuel if I fill it out of a can and ive changed the Air temp sensor 5 days ago with no change and then the Throttle position sensor 3 days ago and it ran IREDIBLE for 10 minutes then got even worse, so bad I could only drive in idle to get home which took 2 1/2 hours from a 25 minute commute. UGH Please help
