That won't fit a '99. The only 98+ 4x4 suspension lift available is the Superlift, and its around $1500.

Ya well their used to be a RCD 5in suspension but they are discontinued and their was a trail master 4in sus lift which it was a death trap on wheels and it is now discontinued. So to answer your question, yes for now their is only one major suspension lift on the market for 98-2011 4x4 rangers (in your price range)...
It is pricey but you get what you pay for. If you don't like it go crank your torsion bars.
If you really have money which from your recent post i doubt you do, but Dixon brothers makes a long travel lift kit for 98-current 4x4 rangers. It is truly a amazing and high quality suspension.
Effective is usually never something you will ever get out of a cheap suspension lift to be honest...

or do what i did....i got a fabtech lift spindles and coil spacers up front and the beltech shackles....or you can do the doestech lift spindles "doestech are cheaper"... for me i found some spindles and upper a arms for 50 bucks on craigslist..and theyre fabtech....it only took me 3 hours from start to finish....it would prolly be a little closer to 5hours driveway time...but ya thats a cheap starter route.... so i have almost 5inches in the front and closer to 3 in the rear...

he has a 99 4x4. Here is your only real suspension lift option 4" Superlift unless you find a used 5.5" RCD

4" Superlift - Still there but not many on the shelf at the moment due to superlifts money problems
5.5" RCD - discontinued
4" Rancho - Prototype made but never made production
