Installing Procomp shocks

hey guys, im lifting my truck and have procomp es3000 shocks, when i go to install them, i see that there are two bushings, and two washers, but when i install a washer and bushing, put it through the top hole on the frame spring pocket, there is not enough room for the bolt if i install the bushing and washer on top as well, anyone here have any suggestions? THANKS.

you have to pull the shock to full stretch, then what i did was jacked up the control arm until enough of the thread was through enough to tighten down the bolt.
