All fuel injected engines use an "air valve" to set engine idle, idle screws won't work
Ford calls theirs the IAC(idle air control) Valve, it is located on the Throttle Body, upper intake, it controls an air passage that by-passes the throttle plate
Looks like a small "can"
Computer controls this valve

When you turn on the key the computer will open the IAC Valve all the way
When you start the engine it will ALWAYS REV UP, cold or warm, but only to about 1,500-1,800rpms, and only for a second
Computer starts to close the IAC Valve to set "target idle" RPM as soon as RPMs are above 400(engine started)
Cold engine target is about 1,100-1,200rpm
4cyl Warm engine is 750 manual trans, 850 automatic

As engine warms up computer closes IAC Valve more and more until warm engine target is set

So thats the way it should work

I would FIRST test for a vacuum leak, which is pretty simple
Locate your IAC Valve on the engine, it has a 2 wire connector, make sure you can get that off
Now warm up the engine, 190degF coolant is warmed up, radiator should be warmed up
Let engine idle and then unplug that 2 wire connector
Engine RPMs should drop to about 500, or engine may even stall, either is GOOD, it means no vacuum leaks
If RPMs stay high then you have a vacuum leak, and you will need to find it, it is most likely reason for high RPMs

The computer uses its own Temp sensor for the coolant, ECT(engine coolant temp) sensor, it is just for computer, not connected to dash board temp gauge(this uses a SENDER)
It is possible the ECT sensor is telling computer coolant is at -40degF so computer would set higher than normal Cold idle, long shot though, but not a no shot, lol.

97 2.3 automatic

Okay just for the hell of it I put an IAT sensor in it no change still revs I'm guessing somewhere around 3 Grand I unplugged the MAF sensor ran ruff and died, I replaced all the vacuum lines and used starting fluid all around the intake and anything that would have a vacuum leak no change any new ideas would be helpful.

You need to unplug the IAC Valve, not MAF sensor, after engine is warmed up to see if you have any vacuum leaks
