Electrical Problem

Hey, I have a 1987 Ford ranger 2.3L. The problem I have here is one i've been stumped with for a while now. So i'm in austin texas. This summer was hot and it's when I decided to buy this truck for work. It ran excellent all summer. A leak in the oil pan but mechanically sound. But after it would rain the truck would not start. The fuel pump just primes all day long with key on. It will crank, but not fire. there is pressure at the rail, and there is spark. As long at that fuel pump runs with key on it will not start. if it turns on for 2-3 seconds like it should, it will fire up and run perfectly. this has to be a wiring to/from ECM problem right? i know there are 4 or so grounds for the computer, but i cannot find an accurate wiring diagram to the computer for my model/year.

I changed, the in tank pump, electric pump, fuel filter, FPR, entire distributor/components, relays, relay connectors, idle air control, swapped ECM.

I don't know where to go from here, i've taken it to shops, and had a few mobile mechanics to check it out. no luck, just people requesting i pump parts that don't fix the problem.

Does anyone on here have any insight on this?

So this ONLY happens when it rains, or it started happening randomly after a rain storm a few months ago?
