see if yours has a fuel cut off switch. Its under the dash, under the carpet on the passenger side. There is a red reset button. if the unit is out, you can pull the two wires off and connect them together(temporarily) to bypass it (if it is malfunctioning). Hopefully hitting the button will fix it.
How did you determine the relay was good. Did you swap it with another one?

When you checked the pump was it in gas? How long did you test it for? I have replaced 6 fuel pumps in my truck in 2 years and I have seen a couple of them that would not run the truck, I could pull em, check em and they would run with no trouble. Next I would check your ground wire and make sure its good, then trace down the main power wire. How did you check the relay?

+1 the inertia switches do go bad rarely. I don't knwo where you're located or where you park your truck, but i've seen problems like this from animals chewing up wires. make sure all the wiring to the pump is in good condition. and as someone else mentioned check you grounds and clean you battery cables/terminals. It's suprising how often something as simple as a bad connection is the problem.
