Bracket will not come off

In process of repairing my water elbow that goes into the thermostat housing so have to remove the bracket that holds the A/C Compressor and power steering. Accord to schematic there are only 4 blots holding the bracket to the engine. First I removed the compressor then the tensioner so I could get to the first two bolts then removed the bolts near the power steering. So am I missing a bolt somewhere? Have look for extra bolts but so far no good. So anybody have any ideas?

4th Bolt is located on the side of the engine, just above the exhaust manifold, bolted into the side of the head.

You can get to it through the driver side wheel wheel, pretty much a straight shot if you move the dust flap. Should be able to get to it from the top of the engine as well, just will be a little bit of a blind look.
