The only way it will add power is if you have more air coming out, thus forced induction.

well he has decided that he wants to ditch all four caTS and go with just two magaflow high flow cats. questioin is he is wondering if he will pass connecticut emissions tests with just the two magnaflow cats

Long as he has atleast 1 converter on there i would think hed be fine.. But check your local inspection laws/ emissions first before doing anything like that.
