Rev Limiter question

Hi,
I've been looking at all the posts about rev limiters and I haven't run across one that addresses my issue so I was hoping I could get an explanation by posting my own thread. If any of you can help please reply to this thread.
I have a 2001 Ranger Edge 4.0 and I know the rev limiter is supposed to kick in at around 3K rpm in park/neutral but mine also kicks in while driving on the highway. I was recently in a situation on the interstate where I had to speed up to avoid trouble and when I hit a little over 80mph which was around 3k rpm my rev limiter activated and I was unable to accelerate. Fortunately I was able to get out of the way of the trouble but it would have helped to have some more power.
My question is this. Is the park/neutral rev limiter also a top speed limiter and supposed to do this? If so, is there a tuner I can get that will eliminate the high speed limiter?
Thanks for any help!

yes, a tuner will remove the limiter.

82-83 speed limiter and 3k rev. Any tuner will remove the limiters.

Revival... My truck cuts out at about 93, but it's not the edge... Is it possible that there were different limits from the factory?

The truck should cut out around 90-93 on the highway and not at 3k RPM. if you truck really is cutting out at 3k RPM, you could have a problem with the transmission range sensor being faulty or out of adjustment, thinking the truck is in neutral instead of drive.

Uhhhh...no. Absolutely not. It wasn't today that I was going that fast. Since I've had my mud tires put on in February, the truck hasn't been past 70.
