2003 2.3 ranger high rpm and brake binding.

Takes a little bit longer to start up, idles at 1000 rpm, put it in reverse and the moment I press the gas it goes to 1800/2000 rpm and will go backwards until it stops by itself or I press the gas again. While it is at 1800/2000 rpm if I hit the brakes it’s hard like I’m brake binding. When I put it in drive it’s fine until I hit the gas and it wants to drive and it will get up to 35/40 mph as if I had cruise control on (I don’t have cruise control). If I hit the gas while it’s doing that it will stop. Or if I press the brakes I can come to a brake binding stop then it will go down to 1000 rpm. I can still drive it and it only happens 3 or 4 times in a 15 min drive, other then that it drives great. 2 times I went to go to start it and pull out onto the highway, when I press the gas nothing happened for a little second (as it’s still idling at 1000) then back to working normal. I changed the IAC valve 4 times, changed the throttle position sensor, cleaned the map and changed it out, smoke tested the vacuum lines, tried to test for vacuum leaks with carb cleaner, tested the harness’, cleaned the throttlebody, checked if the cable is getting hung up,and I can’t figure out why it’s still happening. When I read the live gauges while driving the throttle position sensor is reading right. When I have the high rpm it says the throttle body is closed. Thanks for any help in advance.
