2000 ranger strange whining noise when in drive(OD) and reverse

I have a 2000 ranger 3.0 auto 4r44e about 105,xxx miles 2wd. My problem is a strange whining sound coming from i believe the trans. It almost kinda sounds like a power steering pump whine,(too low of fluid or pump ready to go) thats about the best way to describe the noise. I only get the noise when i put it in drive and reverse, in park neutral, 1st, and 2nd there is no noise. also when i put it into drive or reverse you can feel it shift but doesnt want to move unless engine is revved a little (1/4-1/2 throttle) even then it doesnt want to move harldy. any suggestions other then adjusting bands or valve body gasket?? im leaning maybe towards torque convertoer next... hope not though. thanx
UpDATE- New valve body w/ bonded sep plate, blow off valve put in, bands adjusted, still no improvement on whine noise. O/D light doesnt flash, but when i turn od off noise goes away in d/OD. Torque conv, or servos maybe?
