4 wheel drive not locking up

New hubs installed, tranfer case is functioning, Dash control is working, but 4WD is not locking in, any help is appreciated.

Judging by what's been said, it's a 93-99 truck I would guess. To me the only thing that this sounds like is a bad shift motor. Does it sound like it's engaging when you turn the ****?

EDIT: If it's a 98-99 and you replaced the hubs with factory ones, you could have a vacuum leak in the hose or the seal on the knuckle by the wheel bearing could be bad.
