4x4 transfer case motor power issue

4x4 transfer case motor power issue

Hello all, I've tried googling and searching here, maybe I've missed this issue being discussed before. My 4x4 wasn't working, the motor wasn't shifting the tranfer case. I took the old one off, and had someone cycle the 4x4 switch, and it would kick on and off like it had loose wires. I noticed alot of the wires on the motor side of plug was brittle and broken, so I got a refurbished motor from a brick and motor store. I hooked it up yesterday, and it wouldn't do anything. So I checked the truck side plug for 12v . Each pin i tested came up with 0.12-0.20v . I can't hear any clicking behind the radio. I even removed the radio to listen and still couldn't hear anything. I put my scanner tool on the obd2 port and can acess the gen. It shows the 4x4 switch is cycling through 2wd,4h,and 4l. But it's not registering on the dash, nor is the motor powering on. Could the issue be the module behind the radio? I've check all fuses, all seem to be fine. 1999 ranger 4.0l

also im getting some mixed details. Ive read some say that there is 2 solenoids behind the GEM that are used to activate the transfer case motor. But ive also seen some state that the 1999 everything is in the GEM and it doesnt have a seperate solenoids for the transfercase motor. can any one verify which is correct. and if you could post a picture of what the solenoids look like so i can find them. If in fact there are those, i believe those to be the issue im having. im not hearing any clicks at all behind the radio, i get the flashing 4x4 lights on dash.
