94 4x4 5-speed Steering hangs then jumps frt axles move when parked steering

Hope that title worked. The problem is as follows:
The front driveshaft is out of the vehicle. Long story bad transfer case. New transfer case installed, still no driveshaft yet. The steering was hanging and the jumping when it broke free (not fun while driving). I thought the auto hubs might be engaging so I removed the cams to isolate the front wheels from the axleshafts, no help at all. Now the steering still lunges to either side and gets very difficult. When parked, if you go lock to lock with the steering, the u-joints in the front axleshafts jump when the steering hangs and then breaks free. Almost like the u-joint binding from the knuckle rotating is what is causing the hang up. Any ideas? I wouldn't think the u-joints going bad would do this, but with the hub cams removed, isn't that the only thing that could be affecting the shafts?
Or am I missing something obvious? Also, when the u-joint jumps, so does the yoke from the front diff.
