eaton 'tru trac' possible issue (not sure?)

ive installed a tru trac in the front of a jeep dana 30 for a swap on my ranger, and i just noticed that when i try to spin the rotors in opposite directions (unloaded) off the ground (trying to test a normal differential action) it acts like its fully locked, it spins smooth in the carrier forward or backwards but i cant get it to act like an open differentil off the ground. ive also tried to hold the pinion and spin a rotor to try and get it to act like a diff but it wont go anywhere but the direction rotated

i would assume this is normal? is there any way i can test the 'diff' movement of the tru trac?

if someone was to spin the passenger rotor at the exact equal torque to opposite rotation of the drivers rotor would it slip and act like a diff? or maybe its just a little tough to activate by hand because of its helical gear design..

EDIT: i just read off of the eaton instalation manual, in the 'Final Inspection' step that there is a preload on the dana 30 'tru trac' units. the pre load for engaging the diff action unloaded is 100ft pounds before it will slip. soo, if this is true, i would need a set of tires on the axle for something to grab and a strong guy on each side to test the diff, but that would explain the resistance..
