Excluder Seal? Squealing noise drivers side front tire

So I have the semi famous squealing sounds coming from the drivers side front tire area. Noise is mainly at speeds less than 50mph or so and its a rotational noise that stops when I apply the brakes. It stops for a few miles when the area is wet also which is whats leading me to believe its the excluder seal being dry. For example the noise was painfully annoying driving through mountain trails echoing off of everything and then I found a water hole that I decided to play in and the squealing noise was gone after that for about 5 miles or so until Im guessing whatever is causing this dried up again.

Does this sound about right or am I overlooking something?

Mine squeaks over bumps and stuff like that where the front suspension flexes and goes back to normal. I figured it was from the sway bay bushings or something.
