Hub question with pics

The 98 I just bought had a growling noise that sounded like it was comming from the ps front wheel when turning right. No noise when going straight or turning left. I jacked it up and pulled the wheel. The first thing I noticed was that the hub was engaged when it shouldn't have been. I'm new to these automatic hubs so I thought maybe it unlocks with the engine running under vacumn...started it up and it stayed locked. I removed the hub and noticed that it was a little dirty or partially greased and a couple of the tabs were busted off. I pulled the rotor and spined the bearing and it seems smooth.
1 Would the tabs being broken cause a problem?
2 Shouldn't this be clean and dry/no graes inside?
3 Would the hub being locked all the time cause the growling noise?
TIA
John

I have a spare hub, I'm just not sure if thats the problem. Besides the truck will probably be on ebay within a week.
