Antenna base stuck inside of socket

Icon5 Antenna base stuck inside of socket

Hi there, recently my area experienced major hail storms and required me to remove my antenna so I could cover my truck, to save it from being damaged from the hail. As a result of age and living in the Midwest, I came to realize after unscrewing my antenna, that there was still a significant piece of metal stuck inside, threaded in. This prevents me from installing a new antenna, and I have no idea how to remove it. I have tried a reverse drill bit, to no avail. Does anyone know how to remove the black antenna base around the socket, so I could remove it from the bottom or even just replace the entire assembly? (This is a 1997 Ranger XLT.) Thank you for your help!

The antenna base should have a plastic cap that just snaps over it if I recall correctly.
