Centered on the vehicle is best.
Coax should be as short as possible.
Buy good quality coax, Belden 58U or RG8X.
Make sure the mounted is grounded to the frame.
Get the antenna tuned.
Where is the CB Mounted ?

I found this link, but I'm not sure how grounded this would be....Scrambler, have any thoughts? Sounds like you're pretty versed in the CB world lol.
I'm using one of Alon's mounts for my antenna and it works quite well.
CB ANTENNA MOUNT & CABLE [no antenna] - GREAT FOR CHEVY, DODGE,FORD PICKUP TRUCKS 94 & NEWER.

The mount looks good but I am not a fan of the Fire-Ring Attachment but if it work then who am I to say otherwise.
The mount attaches well but there is no positive connection to ground and if you have been reading the latest posts on this site you will have noticed grounding problems were the culprit in all of the electrical problems.
First, what is your SWR, the most important thing when installing an antenna and especially on a CB setup is tuning the antenna.
IMHO… this is what I would do:
Drill a hole in the top part of the mount between the antenna mount and the bed rail mounting parts.
Attach a braided 3/8” strap using a ring lug, an external tooth lock washer and a nut to this location. (Don’t over-tighten)
Run the braided strap from that point to the frame.
Make sure to get to bare metal at all connecting points, used the hardware mentioned above and use some “No-Ox” anti-oxidation paste on and in between the hardware.
Luck,

Agreed. SWR and your ground will ruin the whole setup if not properly done.
