Frustrating bumper

Hey mates, its finally spring time in this Canadian city, hurray, but as the snow melts the rust is just growling at me on my truck (sigh).

On my front bumper on my 97 ranger, i painted it black, but forgot to put on undercoating, and unfortunately now it has fully rusted back and more. In the span of about 5 months. Now from my past experiences with rust i know its like cancer sometimes it comes back sometimes it doesnt, well this time it did.

Do you guys think i should get a new bumper? used bumper maybe from a yard or something, or perhaps just repaint it with undercoating?

chrome bumper.. or sand blast it and etch primer it then sealer primer it then paint it and clear it...

Ya Salt sucks! I had very little problem with rust on my chrome exhaust tips until this winter. 2 years with the tips on and one snow and a ton of salt and my tips all rusted...I'm with Stone, sandblast it.
