I've used the bumper chrome paint.... forget the brand name, but it was called bumper chrome. It's more of a silver color finish than chrome.
I tried painting the reflectors inside some old fog lights & it just looks like silver/gray paint, not even that shiny.
I painted some PEZ dispensers with it & they came out a lot better, very shiny... still not really "chrome".
You could rough up the chrome (lots of sanding or sandblasting) and paint it to match your truck with some rattle can automotive paint.
It's a bit of work, but cheaper than a new bumper.

Ok, well I have calmed down from earlier because I was pissed about something else and with the bumper deal and how I got it. I am going to look up some local chrome places later and see how much it is going to cost. How well is re-chroming? My dad had a bumper re-chromed 30 years ago and it was terrible. Is it better than what it was back in the day? He ended up having the thing re-chromed twice and was still crappy.

Are you nuts??? There is a lot of prep work to properly powder coat something. They have to sandblast it then dip the bumper in an acid bath to get down to bare like new metal. Then they power coat it. My dad works on a guys boat who does it, and he powder coated his rims on a H2 chrome and you couldn't even tell they were powder coated until you were right up on top of them.

On the old 86-93 Mazda trucks that came with plain painted steel, or chrome bumpers, they were prone to rusting from the inside out under the right headlight.
When I put a new chrome bumper on my old truck,I sprayed it with rockerguard on the backside. Try doing the same on yours when you get a new one.
