My lower valance is falling off. Does anyone know what used to hold it up and how easy this will be to fix?

(The white stuff on the valance is paint overspray from when i did my bumper/grille white and i've since then removed it.)

I believe its both bolts and "snaps". They often break off, the snap tabs and the tabs for the bolts. My daughters Ranger has that problem on the passenger side in front -- it's sagging a bit. It's a '98. I can't remember exactly how they mount though, sorry.
