POR 15 over paint

i have some rust spots on the bottom of my tailgate again and last year i colormatched it but now im tired of my truck so i want to just put black on it...

i know por15 is great for rust but will it hold up on the paint. I noticed in the one thread someone saying that por15 needs to be put on rust but i find that hard to believe...

so before i go out and get it will it stick to bare steel just fine or should i grind it down, coat it in salt for a week and then paint it?

Im not sure about the paint either but i would say your best bet would be to grind it down to bare metal and use their bare metal chemicals.
