Rust under bed liner

I just took my bedliner out, so I could see what the conditions were under there. There was a few piles of wet leaves, with rust under them. There are also some spots where it rubbed the paint off. What should I do about the rust? What should I do to prevent rust in the spots with no paint? Just more paint?

spray-in. go with line-x though. not rhino-lining. rhino is to lumpy and looks like crap. line-x looks better and is smoother. thats what i have.

First you need to hit that rust with a wire brush and then sray some rust inhibiting paint on , now get a spray in bed liner .
